Community Enforcement Officers averted potential tragedy when they spotted 2yr old child at sill of open 2nd floor window. Unable to raise a reply from the flat, they contacted police who attended and investigated. A woman was charged under Section 12 of the Children and Young Persons (Scotland) Act. Reports will be made to the Procurator Fiscal and to the Reporter to the Children’s Panel.
